    Disability and Social Protection in Ghana
    The book offers valuable insights into contemporary debates on disability and the development of social protection systems in Ghana and other countries of the so-called Global South, addressing perspectives that have received limited attention in existing scholarship. By integrating historical perspectives and contemporary philosophical debates on African conceptions of community, personhood, reciprocity, and social justice with resource theories and empirical evidence, the author develops a nuanced framework for understanding the relationship between public and indigenous social protection. Based on the experiences and perspectives of users with disabilities, the study offers new insights into the complementarity of state and indigenous social protection structures and their significance for inclusive development. Over the past decades, public social protection has emerged as a critical pillar of the international development discourse. Social protection programmes in countries of the so-called Global South have undergone systematic expansion, driven by multilateral and bilateral development agencies. This trajectory is also evident in Ghana, where a neoliberal approach to social protection, centred primarily on targeted transfers for specific groups, was established in the wake of structural adjustment programmes in the 1980s and 90s. Among other critiques, it has been challenged for isolating vulnerability from the broader systemic processes that have produced the very conditions it seeks to address. At a practical level, this meta-critique is closely connected to the issue of context responsiveness in social protection schemes, a concern that lies at the core of this study's research focus. Ghana’s current social protection schemes operate predominantly as economic interventions, often overlooking other forms of resources that complement economic support and are essential for sustaining livelihoods. This study focuses on these diverse resource forms, as well as the dynamics and institutional rules that govern their access, exchange and conservation. While social protection interventions are typically designed on the assumption that they align with the individual resource arrangements and needs of their intended beneficiaries, empirical evidence suggests only a weak correlation between externally defined resource perspectives and individuals’ subjective assessments of their resource situations. This discrepancy poses a significant challenge for the design and implementation of social protection schemes. The study examines selected public social protection programmes in Ghana – the Disability Common Fund, Livelihood Empowerment Against Poverty (LEAP), and the National Health Insurance Scheme (NHIS) – and their implications for the livelihoods of persons with disabilities. Drawing on qualitative interviews with programme users, disability advocates, and social welfare practitioners, it explores the explicit and implicit assumptions about beneficiaries’ individual resource arrangements that shape design and implementation practices of these programmes. It analyses the demands these assumptions place on recipients and assesses the extent to which they align with beneficiaries’ lived realities and perspectives.

    Local Medium-Term Development Planning for People in Vulnerable Situations
    This research report was prepared as part of the project Local Development for the Inclusion of People in Vulnerable Situations (LOCDEV). The report draws on an empirical analysis of Ghana’s National Medium-Term Development Policy Framework 2022–2025 and 33 municipal and district development plans, as well as survey data and group discussions with local planning actors and social welfare officials. It examines the extent to which the country’s medium-term development planning system provides opportunities for a systematic mainstreaming of the rights and needs of people in vulnerable situations into local development processes. The report presents findings on the structures, processes, and practices through which vulnerability is addressed within local planning. It concentrates on group–specific aspects of vulnerability, as reflected in planning documents, including childhood, youth, old age, gender, disability, and mental health. Both the substantive treatment of these issues and their institutional integration within planning structures and processes are examined. Findings suggest that despite uniform national planning guidelines, local planning practices exhibit a variety of approaches and patterns for addressing these issues. This variation indicates, on the one hand, a degree of discretion that local governments can exercise. On the other hand, it reveals opportunities for peer exchange and collective learning to strengthen vulnerability-responsive local development planning. Therefore, the report also aims to encourage the development of peer exchange and collective learning processes on vulnerability-responsive planning among local government stakeholders.

    Entwicklung, Situation und Perspektiven des Sozialsektors im Kreis Siegen-Wittgenstein. Eine Regionalanalyse
    Die vorliegende Regionalstudie zum Sozialsektor im Kreis Siegen Wittgenstein ist im Kontext des ZPE-Projekts zu Social Entrepreneurship und Innovation in sozialen Diensten entstanden. Auf der Grundlage von Desk-top Recherchen und empirischen Befragungen von Leitungskräften wird beschrieben, wie sich die soziale Infrastruktur des Kreises insgesamt und in den einzelnen Feldern des Sozialsektors im Zeitverlauf entwickelt hat, welche aktuellen Herausforderungen bestehen und welche Perspektiven sich für innovatives Handeln bieten. Aufgezeigt wird die konkrete Datenlage zur wirtschaftlichen Bedeutung des Sektors insgesamt im Hinblick auf Umsatz-Volumen und Beschäftigungsanteilen; zudem werden Ergebnisse zu Trägerstrukturen, Problemprofilen und zum Selbstverständnis der freigemeinnützigen sowie der privatgewerblichen Anbieter sozialer Dienste vorgestellt. Deutlich wird, dass sich im Kreis Siegen-Wittgenstein die für die deutsche Entwicklung des Sozialwesens typischen Merkmale wiederfinden, allerdings in einer durch örtliche Besonderheiten variierten Form. Dokumentiert wird, wie sich der allgemeine Ausbau der sozialen Dienste in Deutschland in der ausgewählten Kommune konkretisiert und welchen Einfluss strukturelle Veränderungen in der Trägerstruktur auf das Selbstverständnis der Leitungskräfte aller betrieblichen Ebenen haben. Damit erhält die Untersuchung über eine regionale Bestandsaufnahme hinaus den Charakter einer exemplarischen Fallstudie, deren Ergebnisse zum wohlfahrtsstaatlichen Fachdiskurs beitragen sollen. Bezug genommen wird insbesondere auf die Diskurslinien zu Ökonomisierung, Hybridisierung, Professionalisierung und Innovation sozialer Dienste bzw. kommunaler Sozialpolitik.

    Migrationsgesellschaftliche Öffnung im Kontext von Gesundheit und Behinderung
    Migration ist gesellschaftliche Normalität und zugleich eine Herausforderung für Soziale Dienste in einer sich wandelnden Gesellschaft. „Migrationsgesellschaftliche Öffnung im Kontext von Gesundheit und Behinderung“ lautete der Titel einer Fachtagung des Zentrums für Planung und Entwicklung Sozialer Dienste (ZPE), die am 26. Oktober 2023 an der Universität Siegen stattfand. Im Rahmen der Veranstaltung wurde aus theoretischer und praxisorientierter Perspektive analysiert und diskutiert, wie Öffnungsprozesse in Gesundheits- und Beratungseinrichtungen zu gleichberechtigter Teilhabe in einer Migrationsgesellschaft beitragen können. Der Tagungsband versammelt Beiträge der Veranstaltung, die sich aus menschenrechtlicher, diskriminierungskritischer, organisationaler und psychosozialer Sicht mit dem Tagungsthema auseinandersetzen. Ergänzt werden sie durch einen Aufsatz über rechtliche Zugangs- und Teilhabebarrieren sowie zwei Berichte aus den Workshops der Tagung zu migrationsbezogenen Öffnungsprojekten.

    Facilitating the interaction between citizens and local governments through information and communication technology (FACIL-ICT)
    FACIL-ICT is a Pilot project in Nsawam/Adoagyiri and Suhum municipalities in the Eastern region of Ghana. The project seeks to discover new possibilities for effectively improving communication between the people in rural communities and local government structures in the Municipalities through Information Communication Technology (ICT). It intends to build on current structures and practices to develop a two-way communication system between local government structures and the people in dispersed rural communities within the municipalities to provide information on health and social welfare service delivery.

    Das Inklusionskataster NRW unter der Lupe
    Das Inklusionskataster NRW ist eine Internetplattform, die mit Beispielen guter inklusiver Praxis Verantwortliche für inklusive Aktivitäten in nordrhein-westfälischen Kommunen anregen soll, inklusive Gemeinwesen zu gestalten. Von 2015 bis 2020 wurde das Inklusionskataster NRW im Auftrag des Ministeriums für Arbeit, Gesundheit und Soziales (MAGS) des Landes Nordrhein-Westfalen vom Zentrum für Planung und Evaluation Sozialer Dienste (ZPE) der Universität Siegen aufgebaut und betrieben. In Vorbereitung auf die Verstetigung des Inklusionskatasters NRW wurde das Inklusionskataster unter die Lupe genommen. Welche Angebote und Abläufe haben sich in den vergangenen Jahren bewährt? Welche Angebote sollten umgestaltet werden, damit sie ihre Potenziale besser entfalten können? Welche Angebote könnten neu ins Inklusionskataster aufgenommen werden? Der vorliegende Bericht stellt das Inklusionskataster NRW sowie die durchgeführte Evaluation und ihre Ergebnisse vor. Er möchte die Weiterentwicklung des Inklusionskatasters anregen und damit das Anliegen der Unterstützung von lokalen Akteuren bei der Entfaltung inklusiver Aktivitäten unterstützen.

    Conceptual framework
    Recent developments in the field of international cooperation call for renewed attention to the role of local governance in development and emphasize the role of local governments and local communities for processes of inclusion and public well-being. The UN Convention on the Rights of Persons with Disabilities (CRPD) obliges States Parties to make local development processes inclusive of persons with disabilities. The 2030 Agenda on Sustainable Development, the UN HABITAT III New Urban Agenda and further global policy frameworks reaffirm the role of the local level for sustainable development and emphasize the need to foster accessible public infrastructure in cities and municipalities. Today, local governments across the globe, exert a decisive influence over the living conditions and quality of life of a nation’s citizens, including persons with disabilities. This raises the need for an in-depth discussion on the role of organizing the immediate physical and social environment of cities and municipalities with regard to the elimination of barriers and the provision of opportunities for participation and living a self-determined life. This concept paper was produced in cooperation with the GIZ Global Project ‘Inclusion of Persons with Disabilities’ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). It provides a strategic perspective and a basic conceptual framework for disability-inclusive local development. It aims to equip policy makers and practitioners in the fields of international cooperation and local development with a conceptual approach and practical entry points for disability mainstreaming in cities and municipalities.

    Anforderungen an die Begleitung von Eltern mit Lernschwierigkeiten und ihren Kindern in der Wahrnehmung von pädagogischen Fachkräften
    Eltern mit Lernschwierigkeiten und ihre Kinder werden immer häufiger im Rahmen Begleiteter Elternschaft durch pädagogische Fachkräfte der Kinder- und Jugendhilfe sowie der Eingliederungshilfe unterstützt. Da dieser Arbeitsbereich sehr komplex ist, stellt er hohe Anforderungen an die Professionellen, die sich mit verschiedenen Problemstellungen konfrontiert sehen. Welche Herausforderungen nehmen pädagogische Fachkräfte der Kinder- und Jugendhilfe sowie der Eingliederungshilfe bei der Begleitung und Unterstützung von Eltern mit Lernschwierigkeiten und deren Kindern wahr? Diese Frage wird mit der Vorstellung der Ergebnisse einer Untersuchung zu den Perspektiven von Fachkräften der Begleiteten Elternschaft in ambulanten Settings beantwortet. Der Fokus liegt dabei auf den persönlichen Erfahrungen der Befragten. Neben An- und Herausforderungen werden Belastungsfaktoren identifiziert und Spannungsfelder im Bereich der Begleiteten Elternschaft skizziert.

    Vater-los : die Partizipation von Vätern in den stationären Hilfen zur Erziehung

    In den letzten Jahren ist die Zusammenarbeit mit Eltern und ihre Partizipation in Hilfeprozessen weiter in den Fokus der Praxis- und Fachdebatte gerückt. Es lässt sich eine Veränderung der Sichtweisen auf den Einbezug von Eltern erkennen, die sich in der Präsenz des Themas in aktuellen Diskursen und Konzeptionen zeigt. Die Bedeutung von Partizipation scheint grundsätzlich unbestritten. Inwieweit sie jedoch umgesetzt und Eltern am Hilfeprozess beteiligt werden (sollten), wird unterschiedlich eingeschätzt. Doch wer ist eigentlich gemeint, wenn von Eltern gesprochen wird? Ausgehend von der Annahme, dass Väter in der Praxis sowie im Kontext von Forschungsprojekten und Fachliteratur eher im Hintergrund stehen, wird in der vorliegenden Untersuchung der Blick auf Väter gerichtet, deren Kinder in Pflegefamilien und in der Heimerziehung leben. Anhand der eindrücklichen Beschreibungen von drei Vätern wird deutlich, wie sie ihre Beteiligung am Hilfeprozess und im Leben ihrer Kinder erleben. In dieser Arbeit wird ein Einblick in die Perspektive von Vätern und ihren Erfahrungen in der Zusammenarbeit mit Fachkräften und Pflegeeltern gegeben. Es wird darüber hinaus sichtbar, wie (fehlende) Partizipation und die Bewältigungsversuche der Väter wechselseitig in Verbindung stehen und welche Auswirkungen durch gelungene oder verwehrte Partizipation hervorgebracht werden können.
