Gezeigt wird, dass Beteiligung eng mit der Konstruktion sozialer Probleme in segregierten Stadtteilen verbunden ist. Im Mittelpunkt steht die Konstruktion der Gruppe ‚Südosteuropäische Zuwanderer‘, die im Stadtteildiskurs als problematisch markiert und von der Partizipation ausgegrenzt wird.
