    Challenges of Inclusion
    The UN Convention on the Rights of Persons with Disabilities (CRPD) obliges States Parties to respect, protect and fulfil the rights of person with disabilities. Governments at all Levels are called upon to promote the inclusion of persons with disabilities in all spheres of life. The local Level plays a particular role with respect to provisions made by the CRPD, which states that disability arises from the interaction between a person and her/his physical and social environment. Persons with disabilities are particularly affected by social, environmental and cultural barriers. lt is the social and physical environment of local communities, where these barriers take concrete shape, and where local planning approaches have to manage the dismantling of barriers and the implementation of inclusive structures. The Republic of Ghana ratified the CRPD in 2012 and started to adopt legislative and policy measures for its implementation at all government Levels. But how are these legislative and policy measures being taken up in Ghanaian districts? Which approaches for a local implementation of the CRPD prove to be effective in Ghana? These and further questions were addressed by researchers of the Department of Social Work at the University of Ghana and the Centre for Planning and Evaluation of Social Services (ZPE) at University of Siegen, Germany in a Pilot Project at Suhum Municipal, in the Eastern Region of Ghana, implemented between July 2017 and June 2018. This report presents the findings of a qualitative baseline study on support systems and social service arrangements for persons with disabilities in Suhum, which was conducted in late 2017 as part the pilot project.

    Entwicklung, Situation und Perspektiven des Sozialsektors im Kreis Siegen-Wittgenstein. Eine Regionalanalyse
    Die vorliegende Regionalstudie zum Sozialsektor im Kreis Siegen Wittgenstein ist im Kontext des ZPE-Projekts zu Social Entrepreneurship und Innovation in sozialen Diensten entstanden. Auf der Grundlage von Desk-top Recherchen und empirischen Befragungen von Leitungskräften wird beschrieben, wie sich die soziale Infrastruktur des Kreises insgesamt und in den einzelnen Feldern des Sozialsektors im Zeitverlauf entwickelt hat, welche aktuellen Herausforderungen bestehen und welche Perspektiven sich für innovatives Handeln bieten. Aufgezeigt wird die konkrete Datenlage zur wirtschaftliche Bedeutung des Sektors insgesamt im Hinblick auf Umsatz-Volumen und Beschäftigungsanteilen; zudem werden Ergebnisse zu Trägerstrukturen, Problemprofilen und zum Selbstverständnis der freigemeinnützigen sowie der privatgewerblichen Anbieter sozialer Dienste vorgestellt. Deutlich wird, dass sich im Kreis Siegen-Wittgenstein die für die deutsche Entwicklung des Sozialwesens typischen Merkmale wiederfinden, allerdings in einer durch örtliche Besonderheiten variierten Form. Dokumentiert wird, wie sich der allgemeine Ausbau der sozialen Dienste in Deutschland in der ausgewählte Kommune konkretisiert und welchen Einfluss strukturelle Veränderungen in der Trägerstruktur auf das Selbstverständnis der Leitungskräfte aller betrieblichen Ebenen haben. Damit erhält die Untersuchung über eine regionale Bestandsaufnahme hinaus den Charakter einer exemplarischen Fallstudie gefolgt, deren Ergebnisse zum wohlfahrtsstaatlichen Fachdiskurs beitragen sollen. Bezug genommen wird insbesondere auf die Diskurslinien zu Ökonomisierung, Hybridisierung, Professionalisierung und Innovation sozialer Dienste bzw. kommunaler Sozialpolitik.

    FACILITATING THE INTERACTION BETWEEN CITIZENS AND LOCAL GOVERNMENTS THROUGH INFORMATION AND COMMUNICATION TECHNOLOGY (FACIL‐ICT)

    Local Medium-Term Development Planning for People in Vulnerable Situations
    This research report was prepared as part of the project Local Development for the Inclusion of People in Vulnerable Situations (LOCDEV). The report draws on an empirical analysis of Ghana’s National Medium-Term Development Policy Framework 2022–2025 and 33 municipal and district development plans, as well as survey data and group discussions with local planning actors and social welfare officials. It examines the extent to which the country’s medium-term development planning system provides opportunities for a systematic mainstreaming of the rights and needs of people in vulnerable situations into local development processes. The report presents findings on the structures, processes, and practices through which vulnerability is addressed within local planning. It concentrates on group–specific aspects of vulnerability, as reflected in planning documents, including childhood, youth, old age, gender, disability, and mental health. Both the substantive treatment of these issues and their institutional integration within planning structures and processes are examined. Findings suggest that despite uniform national planning guidelines, local planning practices exhibit a variety of approaches and patterns for addressing these issues. This variation indicates, on the one hand, a degree of discretion that local governments can exercise. On the other hand, it reveals opportunities for peer exchange and collective learning to strengthen vulnerability-responsive local development planning. Therefore, the report also aims to encourage the development of peer exchange and collective learning processes on vulnerability-responsive planning among local government stakeholders.

    Re-Migrationspolitik für Geflüchtete aus Ländern Subsahara-Afrikas – Ergebnisse einer explorativen Studie
    Der Umgang mit Asylsuchenden, deren Antrag abgelehnt wurde sowie mit anderen Personen ohne Bleiberecht, wird in Deutschland derzeit kontrovers diskutiert. Dabei ist eine wenig produktive Engführung der Diskussion auf Abschiebung zu beobachten. Die explorative Studie versucht, die bestehenden Programme zur Rückkehrförderung politisch einzuordnen und auf ihre Wirksamkeit hin zu untersuchen. Im Ergebnis wird für eine Öffnung des Diskurses und für eine Neurahmung durch Konzepte wie zirkuläre Migration und kommunale Entwicklungpartnerschaften plädiert. - Nicht mehr lieferbar -

    Sektoralisierung als Planungsherausforderung im inklusiven Gemeinwesen
    Seit September 2016 führt das Zentrum für Planung und Evatuation Sozialer Dienste (ZPE) der Universität Siegen das Forschungsprojekt ,,Koordinationspotenziale kommunater Teilhabepolitik in der Pflege, Behindertenhitfe und Sozialpsychiatrie (KoKoP)" durch. Das Projekt wird im Rahmen des Programms,,Vorbeugende Sozialpotitik" des nordrhein-westfälischen Forschungsinstituts für Gesellschafttiche Weiterentwicklung (FGW) finanziell gefördert. Ziel des Projektes ist es, Erkenntnisse darüber zu gewinnen, welche Möglichkeiten für Kommunen bestehen, durch Ptanung und Koordination die Wirkungen von Teilhabeleistungen in den Leistungsbereichen der Pflege, Behindertenhilfe und Sozialpsychiatrie zu optimieren sowie professionelle Hilfen stärker mit informellen Ressourcen zu verknüpfen. Mögliche Problemquellen werden u. a. in einer ausgeprägten Sektoralisierung des Leistungsgeschehens vermutet. lm Rahmen eines eintägigen Expertenworkshops am 14. November 2017 wurden zum einen Zwischenergebnisse bisheriger Untersuchungen vorgestellt und diskutiert. Zum anderen wurden in drei Arbeitsgruppen zentrale Fragestellungen des Projekts erörtert.     Zur Lebens- und Betreuungssituation von Menschen mit kognitiver Beeinträchtigung und herausforderndem Verhalten in Nordrhein-Westfalen
    Herausforderndes Verhalten von Menschen mit Behinderungen wird aktuell unter verschiedenen Gesichtspunkten diskutiert. Oft stellen als problematisch empfundene Verhaltensweisen von Klient/inn/en eine schwer zu bewältigende Herausforderung für Mitarbeiterinnen und Mitarbeiter in Betreuungsangeboten für Menschen mit Behinderungen dar. In diesem Zusammenhang werden auch freiheitsentziehende Maßnahmen als mögliche Reaktion in Betracht gezogen. Entsprechende Konzepte werden zurzeit bei Trägern und Kostenträgern intensiv diskutiert. Zugleich erhält dieser Aspekt des Themas aktuell vor dem Hintergrund des Übereinkommens der Vereinten Nationen über die Rechte von Menschen mit Behinderungen (UN-BRK) zusätzliche Relevanz. Die vorliegende Untersuchung liefert einen Beitrag zur aktuellen Fachdebatte um den Umgang mit herausforderndem Verhalten im Rahmen der wohnbezogenen Eingliederungshilfe für Menschen mit Behinderungen nach § 53ff. SGB XII. Ein besonderes Augenmerk wird dabei auf Formen geschlossener Unterbringung gelegt.
