Abstract
In times of the international education market, increasing international competition, and the new management model for German universities, university leaders can hardly avoid formulating an internationalization strategy for their university. Success is promising when the strategy is tailored to the university's specific situation. However, in today’s times, this situation can be characterized by a tension between the traditional Humboldtian self-conception of German universities and the entrepreneurial conception of universities underlying the new German management model. Thus, formulating a promising internationalization strategy often becomes a challenge for university leaders. This dissertation aims to provide guidance for university leaders in addressing this challenge. To achieve this, a model for formulating an internationalization strategy is developed, one that is tailored to the university's situation amidst the tension between the Humboldtian and entrepreneurial (self-)conception of what a university should be and do.
